Plays .mpeg (and others), you can get the source code, and it's already available for a bajillion OSes, many of them Linux.

Don't know if it's been pointed out, but it really should be checked into. I'm no programmer, but this may have some serious potential.
 
Many of the codecs that make it "highly compatible" are binary and only work on x86 platforms. Porting what you're able to of VLC would make it tantamount to porting MPlayer, which is not only what the default player is based on, but also what is being worked with for more compatibility.
