People sold electronics for years without all these stupid tests. While I would want a mobile phone to be FCC and CE tested, I'm not so bothered by a handheld.
Much of this testing it just to determine if the device causes radio and TV interference.

It's not hard in most cases to do so. But what is useful is if it is done by people who are experienced in optimising software or patching it to work well.
