Would this be every webpage then, hosted on UK domains - I'm a bit surprised this would be allowed but seems that's the plan?
Mentions even tweets, which I guess may be in the T&C when you sign up to Twitter...
But private websites too? I know that services like Way Back Machine on Archive dot org do similar thing, but if you host a website and a page content - take that page down, for whatever reason - the libraries can still make that content publically available?
