You want to get a PocketPC device not a palm, there are more emulators for PPC. I just wish there was a decent Infocom/Magnetic scrolls emu for PPC (A Port of the palm version of Kronos would be the ideal)
I've got a iPaq 4700 its fab but the touch pad is rubbish for games (the 4" screen is great tho).
Look at the Fujitsu Pocket Loox or a del axim x series if you want vga. The Loox is very well rated in PPC circles (as is the axim x50)
My wife has an iPaq 21xx series, its 200mhz, it runs most games ok but its rubbish at emulators.
Basically tho if you are on a budget, look for any PPC with 400mhz or more, they all seem to come with 64mb of ram, iPaq's have a "file store" that you can use to install stuff into that wont take any program memory, the rest you will need either a SD card or you will loose program memory when you run apps.
Having owned a Palm III, Cassiopia E-115, Palm V, 2 Psion 3a's, 2 Psion 5mx's, iPaq 3970 and currently an iPaq 4700 and an iPaq 6515c i'd say stick with an iPaq, they are the most supported by homebrew/emu authors.

Look at the rx3715 its about €340
400mhz, 64mb, PPC2003SE, WiFi, Bluetooth, built in 1.3mp camera, 90mb file store
