Plus we want to discourage spammers... at least then they have to wait a while between posts. It slows them down.

Well I get search flood controls stopping me from searching, so maybe post flood controls are also in effect. Just realized, the 30 seconds thing happens when you try to add reply, not when you submit the reply.
