Don't have paypal and my Visa is debit not credit so trying to send the money.

Well, I've never experienced any limitations while using my debit cards without PayPal.

Could be something to do with http://m.bbc.co.uk/news/world-us-canada-11917891 but if it is why do they have a Visa card? Since Visa did the same thing that PayPal did. http://mobile.bbc.co.uk/news/business-11938320

Yeah pretty much that reason. 

I do intend on moving to a credit union fairly soon and away from all the big banks but needs must til then unfortunately.
