Need Help Diagnosing A Graphic Error.

for the past year my laptop IGP card has been behaving abnormally. As i cant describe it good enough i made a small crappy video below. showing what happens when I Perform a DXDIAG.

Right click save as/save target as
DXDiag Texture test (1.3mb .mpg)

the specs of the laptop is
Celeron 2.8ghz (possibly near death)
444mb Shared ram
50% full HD
Radeon 345M IGP chipset. (latest drivers supporting that card)
Windows XP SP2 (sometimes sun java desktop)

I have tried old drivers + new drivers
reinstalling direct x 9 c (works until I load up a game for the 2nd time)
Changing the graphics settings in Pheonix bios.
 
To have any real idea of the problem, I'd need to see how it looked in a game, or 3Dmark or something else. A cube flipping way faster than it should doesn't explain enough except that maybe your vsync is fucked up. :p One thing to try is make sure you use the drivers from the laptop manufactuer, not ATi. Often mobile chipsets don't work quite right without their original drivers; it's just one of their quirks. Even the real nVidia drivers cause a clusterfuck on some of my desktop onboard video chipsets..
 
I tried to the manufacteres as for a game ill load it up I think i got fraps on there.
