Longer answer - it's not mine to distribute. Hopefully it's not too much longer to a proper release anyhow. I had to say something since I'm currently addicted to Playstation due to the swish visuals.
It's off by default and in gpu_neon config, bound to 7 if no config is found.
It appears to be activating the doubled resolution by default for me... I'm using my previous config for ReArmed though. Notaz said this in his pm:

Maybe I saved the hires mode to my general config too. I forget.
It works exactly like the previous built-in renderer, just generally looks nicer! You can use it with HLE or BIOS. Notaz has a "speed-hack" which helps performance and generally doesn't glitch the game, but some games will have graphical glitches with this on.
Finally the neon scalers (Scale2X/Eagle2X) have been included - I haven't tested these extensively since in the version I was using they wren't coverting the colours properly. I've been given an updated build to test, so I'll probably be able to say more about this tonight/tomorrow.
Indeed, it does look pretty similar to how the PC port looks. It is a shame you can't do the same "battle models on map" patches that you can do on PC version!Cant wait for the new PCSX Pnd, FF7 should now look closer to the Windows version.
