from the readme:

Requirements:

.NET 2.0 beta framework (dotnetfx.exe - not the whole SDK)
Windows 2K/XP with latest Service Packs.

Usage:

o Extract Archive to somewhere suitable eg c:/gp32/fxegui

o Start GUI via clicking on "fxegui.exe"

o Select a FXE/GXB/BIN using the Open Button, or drop a suitable file onto the GUI.

o Change Title/Author if desired.

o Right Click on Icon Image to select a new Icon or to save existing. You can also drag a
jpg/gif/png/bmp onto the gui.

o Click Go and select the location for your new FXE.

make sure you have .NET 2.0 from microsoft if the exe doesn't work
