I made that Makefile on the wiki, it's quite a bodge, and took a whole day to learn about makefiles. Are you referring to a WinXP devkit? If you are also using Linux, it should be a case of replacing the compiler name arm-linux-gcc or whatever with the one from the devkit.

It's not quite so simple on linux. =\ You may also need to have arm-compiled versions of the libraries
(I found this with the libSDL and libz)
