Write once, debug everywhere. The problem isn't just porting android, it isn't even getting marketplace access. The main problem will be persuading app developers to support your hardware platform.
I think this entire thread can boil down to:
Is Half Live technically possible on the pandora? Yes.
Is Valve ever going to enable it to happen? No.
Is it going to happen? No.
Most of the popular open source engines include support for ogg soundtracks. I recommend copying the .pak files out of Steam\steamapps\common\ and running them in Darkplaces, Yamagiq2, ioquake3, Hammer of Thyrion etc.
The problem with the nubs seems to be software not hardware.

I suspect they didn't include the music because of the way it was originally implemented. I believe the first track on the CD was a data track and the other tracks contained the CD audio so it could be played like a music CD while the game was played, so I'm guessing it was too difficult to get...
By WebKit I assume you mean WebOS since WebKit is just a rendering engine for browsers. Sure Webkit is a great engine and WebOS looks nice and all but the idea of writing everything in javascript makes me break out in a cold sweat.
