Actually I have. It was broken down into subsets by letter, but I have seen full PSX ISO sets.

I also don't see how that helps to combat piracy at all, since the more casual pirates will mostly be interested in specific titles, usually bigger name titles. Having a large library doesn't stop people from grabbing those games, it just means there's less piracy of games that nobody was buying anyway.
 
Ps1 was the most pirate ridden console EVER (at least in the US). Mod chips with only a few wires, and easy points to solder. Most people didnt download the games, they rented or borrowed and copied.
 
i tought piracy and success went hand in hand just look att the systems that have had big userbases

c64 = rips,packs,compilations

Amiga = rips,packs,compilations

Win95 = cracks,isos,rips

Playstation1 = modchips,rips,packs,compilations

and so on, every system that had major success will always have pirated content.
Because the same people who pirate games also buys games
