Are the Sonic the Hedgehog 2 and 3 games the same as the Sonic and Knuckles games of the same version? (minus Knuckles). They look very similar in graphics.

Yep.

The Sonic2+Knuckles lets you play through Sonic 2 using Knuckles, while the Sonic3+Knuckles combine both Sonic 3 and Sonic&Knuckles into one game, and you can play using Sonic, Tails or Knuckles.

Sonic1+Knuckles allows you to play some of the bonus levels that were in Sonic 3.

The roms of these games have been combined this way due to the fact that the original Megadrive Sonic&Knuckles cart had the ability to plug Sonic 3 and Sonic 2 carts into it to play as Knuckles.
 
So you would advise using the Sonic and Knuckles series (1-3) plus the origianl Sonic the Hedgehog 1 game?

Sonic 1 (without Knuckles, to play the regular game)
Sonic 1 & Knuckles (if you want to practice the Sonic 3 bonus rounds)
Sonic 2 (without Knuckles, if you want to play as Sonic or Tails)
Sonic 2 & Knuckles (if you want to play as Knuckles)
Sonic 3 & Knuckles (there's no reason to play Sonic 3 OR Knuckles alone, you get everything in one ROM this way)

Maybe this clears things up for you. :)

Someone who got a beta cartridge legally from Sega sold it illegally to someone who then dumped it.

There's one level in the Sonic 2 Beta version that is just awesome. I think it was "Crystal Palace" or something. It had very beautyful graphics, I really wonder why they didn't put it in the game.
They re-used some of the ideas in Sonic 3, though (like the bridges that light up, they were in Ice Cap zone in Sonic 3).

Sonic Crackers Beta (aka Sonic 4) is also interesting, but not very playable.

and the reasons why crystal palace and other levels that were taken out didnt make it into the final version was because they didnt have enough time to complete the rest of the stages of those worlds, so they took them out in a rush basically.

You can't fight the last form of the Launch Base boss in S3&K. Maybe that's a good thing?
