A momentary switch is a basic push-button switch. Springy probably means it uses a spring-like material to "unpush" the switch. Probably the same as the power switch on a laptop.

The chip contains a watchdog timer. That's a little piece of hardware that a userspace-daemon must "ping" once every minute, or it'll reboot the device. Crashing-problems "solved". Practically no need for a hard-poweroff switch.
