Multiple users, restricting root and lock screen

I would like to set up my Pandora more like a traditional computer. Out of the box, the default user account has sudo rights.

Objectives:

To be able to lock the screen/access when not in use - require password to re-enter.

To have the lock engage automatically if the screen goes to sleep.

To have multiple users - without root access.

To have a root/maintenance account that does have sudo access.

So, how do I get there? Any suggestions?

If any other account than the default one is to have sudo access, that needs to be configured, so you should be clear on that part.
