Sounds a bit strange, as far as i remember the original GTA was developed for DOS and later ported to the Playstation, i can definatly remember playing the demo on my 486. I believe it has more todo with the accuracy of control. With the relative controls you can theoretically face any degree, with, with the directly mapped direction you have 8 steps at best.

Also consider you are standing on the sidewalk and shoot at a car moving on the street. With relative controlls you just have to hold fire and slowly turn in a circle tracking the car. With direct controls you would have to move a step in each direction and would be far less accurate...

Payback implements intuitive GTA controls. The original probably didn't have them due to engine limitations or something. IIRC it was very much a quick and dirty game.
